Requires local agencies to designate very high fire hazard severity zones within 120 days of receiving recommendations from the Director of Forestry and Fire Protection, and transmit adopted ordinances to the State Board of Forestry and Fire Protection within 30 days

Mandates the State Fire Marshal develop updated building standards for fire risk reduction by January 31, 2020, based on lessons learned from the 2017 wildfires, plus a list of low-cost retrofits for structure protection

Requires the State Board of Forestry and Fire Protection to survey local governments by July 1, 2021 (and every 5 years thereafter) to identify subdivisions with 30+ homes in fire hazard zones lacking secondary egress routes, and develop fire safety recommendations

Authorizes utility companies to traverse land regardless of ownership (after notice to landowners) to prune trees and remove hazardous vegetation near electrical transmission and distribution lines to maintain required clearances

Expands authority for the Director of Forestry and Fire Protection to authorize property owners to construct firebreaks or implement vegetation management up to 300 feet from structures when necessary to protect life, property, and natural resources from wildfire risks
