Applies to notices issued under Civil Code Sections 1946 and 1946.1, and to unlawful detainer actions under Code of Civil Procedure Section 1161.

Expresses legislative intent to encourage cities to enact just cause eviction ordinances to prevent unnecessary tenant displacement.

Clarifies that the bill's provisions are in addition to and do not preempt any other state or local laws regulating eviction grounds or tenancy termination.
