Requires generators to include a signed certification statement with each shipment of used oil claimed as exempt from regulation and maintain test records subject to audit by the Department of Toxic Substances Control, unified program agencies, or Department of Resources Recycling and Recovery.

Defines "generator of highly controlled used oil" as entities that service only their own equipment without deriving revenue, use similar equipment under similar conditions, and do not use halogenated solvents or PCBs at the generation site.

Specifies that no state reimbursement is required for local agencies or school districts since any costs result from changes to criminal penalties related to violations of these used oil management provisions.
