Amends Section 26053 of the Business and Professions Code to allow a licensee to conduct any commercial cannabis activity allowed under its license with any other licensee, except as specifically prohibited in the division.

Maintains existing restrictions on state testing laboratory licensees, which remain prohibited from holding any other type of license and cannot employ individuals who work for non-testing licensees.

Permits a person to apply for and hold multiple licenses under cannabis regulations, with the requirement of obtaining a separate license for each location where commercial cannabis activity occurs.

Declares that the bill's provisions further the purposes and intent of the Control, Regulate and Tax Adult Use of Marijuana Act (Proposition 64).
