Requires county human services agencies (or other county agencies providing social services, health, or behavioral health services) to designate a liaison for higher education as a single point of contact for community college staff.

The liaison shall provide resource and referral information regarding county agency programs to students who express a need for those services.

County agencies are encouraged to consult with community colleges located within the county to determine how the liaison can best assist in meeting student needs.

Requires any disclosure of personal information under this section to comply with applicable state and federal confidentiality laws.

Establishes that if the Commission on State Mandates determines this bill creates state-mandated costs, reimbursement shall be made pursuant to Government Code Part 7.
