Requires the State Department of Public Health to request permission from the federal Environmental Protection Agency by February 1, 2019 to authorize county health departments to implement and administer lead construction work certification programs.

Allows county health departments to implement the certification program if federal EPA permission is granted and upon request of the county, with certificates issued by either the department or county health department.

Expands the list of persons requiring lead construction certificates to include those conducting lead-related work that will expose workers to airborne lead at or above 50 micrograms per cubic meter.

Requires the Division of Occupational Safety and Health to complete rulemaking establishing a revised permissible exposure limit for lead in general industry and construction safety orders by July 1, 2019, with authority to promulgate emergency regulations if needed.

Prohibits the department from requiring certification renewal more frequently than once every two years.
