Within 48 hours of a state of emergency declaration affecting their service area, health plans and insurers must file notification with their respective departments describing operational disruptions, enrollee communication efforts, and actions taken to meet health care needs.

Plans and insurers may relax prior authorization time limits, extend claims deadlines, suspend prescription refill limitations, authorize medical equipment replacement, allow out-of-network provider access, and maintain toll-free customer support lines during emergencies.

No state reimbursement is required because costs incurred by local agencies stem from creation of new criminal penalties.
