Defines "sexual orientation change efforts" as practices seeking to change an individual's sexual orientation, including efforts to change behaviors, gender expressions, or eliminate romantic attractions to same-sex individuals.

Excludes from the definition psychotherapies that provide acceptance and support for clients exploring their identity without seeking to change sexual orientation.

Establishes legislative findings citing major medical and psychological organizations (American Psychological Association, American Psychiatric Association, American Medical Association, and others) documenting that conversion therapy poses serious health risks including depression, anxiety, and suicidality.

States California has a compelling interest in protecting LGBTQ individuals from false and deceptive practices claiming to change sexual orientation and from harm caused by such efforts.
