Authorizes advisory boards, commissions, committees, and similar multimember advisory bodies to hold open meetings by teleconference with members participating from remote locations, subject to specified requirements.

Requires the state body to provide public notice at least 24 hours before the meeting identifying which members will participate remotely, posted on its website and emailed to those who requested notice.

Mandates a quorum of members be physically present at a designated primary meeting location, with all decisions made by rollcall vote and remote participants not counting toward quorum.

Requires the state body to provide the public a means to remotely hear audio or observe the meeting when members participate remotely, with access information included in the 24-hour public notice.

Requires the state body to end or adjourn the meeting and notify the public if remote access fails during the meeting, following Section 11128.5 procedures.
