Creates a task force within the Department of Veterans Affairs to study the health of California women veterans, comprised of volunteers who are veterans, health care providers, or subject matter experts with no compensation or expense reimbursement.

Task force shall study health care needs of women veterans including mental health services, post-traumatic stress disorder, traumatic brain injury, inpatient treatment availability, military sexual trauma, and overall access to care within federal and state systems.

Requires task force to submit reports to the Governor and appropriate legislative committees on or before January 1, 2021, and within six months before January 1, 2023, with findings and recommendations to improve health care services for women veterans.

Task force must consult with the United States Department of Veterans Affairs, State Department of Public Health, Department of Managed Health Care, and county veterans service offices during its study and report preparation.

Task force authority expires July 1, 2023, with the statute repealed January 1, 2024, unless extended by subsequent legislation.
