Superintendent of Public Instruction must develop and post an online portal for California's child care and development services on the department's website by June 30, 2022, subject to availability of public or private funding.

Superintendent must convene a workgroup by June 30, 2019, including representatives from child care resource and referral programs, alternative payment programs, center-based providers, First 5 commissions, school-based providers, and family child care homes to evaluate and recommend improvements to the portal.

Workgroup must provide recommendations by June 30, 2020, on modifications including components to link parents to local resource and referral agencies, alternative payment programs, waiting lists for subsidized child care, and an online eligibility screening tool.

Superintendent must submit a comprehensive implementation plan and enhancement report to appropriate legislative committees by January 1, 2021, based on workgroup recommendations, and may contract with outside entities to complete the report.

Report requirement becomes inoperative on January 1, 2025, pursuant to Government Code Section 10231.5.
