Local EMS agencies must submit quarterly data to the Emergency Medical Services Authority starting July 1, 2019, sufficient to calculate ambulance patient offload time by jurisdiction and facility.

The authority must calculate ambulance patient offload time and report results twice per year to the Commission on Emergency Medical Services.

The authority must submit a report to the Legislature by December 1, 2020, with recommendations to reduce or eliminate ambulance patient offload time, in collaboration with local EMS agencies.

Data submissions must exclude personally identifying patient information while tracking the time between ambulance arrival at emergency departments and transfer of patient care responsibility.
