Extends eligibility for full-scope Medi-Cal benefits to individuals under 26 years of age who are otherwise eligible but lack satisfactory immigration status.

Requires individuals under 26 already enrolled in restricted-scope Medi-Cal to be transitioned to full-scope benefits without requiring a new application, with implementation through an eligibility and enrollment plan developed in consultation with counties and stakeholders.

Mandates the Department of Health Care Services to provide monthly updates to legislative committees on implementation status indefinitely.

Directs the department to seek federal financial participation where possible and to maximize federal funding for services, with state-only funds used only if federal participation is unavailable.

Exempts the department from standard competitive bidding and contract review processes when entering contracts necessary to implement this section.
