Local registrars and county recorders must issue certified records of live birth without a fee to youth who have been placed in foster care, as defined in Welfare and Institutions Code Section 11400(f).

Youth in foster care, or anyone lawfully entitled to request on their behalf, may apply for the certified record, with one birth record issued per eligible person verified.

County welfare agencies with relevant knowledge must verify that applicants have been placed in foster care; the State Department of Public Health shall develop an affidavit for this verification that requires signatures from both the applicant and the county welfare agency.

No fee may be charged for verification of eligibility, and certified records shall not contain a stamp indicating government use only.

Provisions become operative on July 1, 2019; state is not required to provide reimbursement under Article XIII B of the California Constitution.
