Authorizes on-sale general licenses for wine and food cultural museums and educational centers in Napa County (existing) and extends similar licensing authority to Sonoma County.

Napa County facilities must be nonprofit 501(c)(3) organizations with at least $45 million in real estate improvements and include an auditorium, concert terrace, exhibition gallery, teaching kitchen, and library.

Sonoma County facilities must be nonprofit 501(c)(3) organizations with at least $10 million in real estate improvements and include an auditorium, exhibition gallery, teaching kitchen, and library.

Permits licensees to issue duplicate licenses on commonly owned, leased, or managed property within 900 feet of the original premises, allowing alcohol sales at multiple locations under one license.

Allows manufacturers, winegrowers, and importers to hold ownership interests and serve as officers/directors provided products they produce do not exceed 15 percent of total alcoholic beverages by brand offered for sale.
