Makes legislative findings that the confidentiality requirement is a limitation on public access to government information justified by protecting employee privacy, as required by the California Constitution.

Declares that no state reimbursement to local agencies or school districts is required, as any costs would fall within the scope of constitutional exemptions from reimbursement mandates.
