Adds Section 2820 to the Vehicle Code prohibiting peace officers from engaging in "motorcycle profiling" while performing duties under the Vehicle Code.

Defines "motorcycle profiling" as using the fact that a person rides a motorcycle or wears motorcycle or motorcycle club-related clothing as a factor in deciding to stop, question, arrest, or search without individualized suspicion.

Creates a private right of action for persons subjected to motorcycle profiling, allowing them to seek injunctive relief, damages, punitive damages, and reasonable attorney's fees and court costs against the officer and employing agency.
