Authorizes local legislative bodies to extend the expiration date of approved tentative maps or vesting tentative maps by up to 24 months if the maps were approved between January 1, 2006 and July 11, 2013, relate to single or multifamily housing construction, and were previously extended pursuant to Section 66452.25.

Reduces the Permit Streamlining Act's protection period from 5 years to 3 years for tentative maps extended under this bill, during which local agencies cannot impose new conditions or withhold building permits.

Permits local agencies to levy or impose fees upon issuance of building permits for subdivisions extended under this bill, including fees not contained within applicable zoning ordinances.

Applies only to tentative maps and vesting tentative maps that have not expired prior to the bill's effective date.

Establishes that no state reimbursement is required because local agencies have authority to levy service charges and fees to cover mandated program costs.
