Authorizes the Secretary of the Natural Resources Agency to add rivers or river segments to California's state wild and scenic rivers system if the federal government removes them from or exempts them from the national wild and scenic rivers system.

Requires the secretary to hold a public hearing and determine whether state protection is in the best interest of California before adding any federally delisted or exempted river to the state system.

State designations must not exceed the geographic length of the prior federal designation and cannot provide protections beyond those that applied under the national system.

Any river or segment added under this provision remains in the state system until December 31, 2025, unless the Legislature enacts a statute to remove or modify the designation earlier.

The secretary's authority to take action under this section expires on December 31, 2025.
