Requires the State Department of Public Health to coordinate with state entities, including the State Department of Health Care Services, to gather data on whether low-income children are being screened for lead poisoning as required by existing regulations.

Mandates that state entities administering publicly funded programs for low-income children electronically share data with the department to enable screening compliance monitoring.

Requires all uses and disclosures of gathered or shared data to comply with applicable state and federal privacy and security laws, including the Information Practices Act of 1977.

Authorizes the State Department of Public Health to share blood lead analysis reports with the State Department of Health Care Services for official governmental program purposes, in addition to existing authorized recipients (local health departments, environmental health agencies, and building departments).
