Establishes the State Seal of Career Technical Education Pathway Completion to recognize high school graduates who demonstrate high proficiency in one of 15 industry sectors defined in California Career Technical Education Model Curriculum Standards.

Students must meet at least three of six criteria: 2.5+ GPA in CTE courses, industry-recognized credential, postsecondary apprenticeship enrollment, participation in state-recognized CTE student organizations, competition participation, or internships with employers.

School districts must maintain records, affix the seal insignia to qualifying students' diplomas or transcripts, and provide support staff and programs ensuring equitable access to seal requirements and postsecondary planning.

The Superintendent of Public Instruction prepares and delivers the seal insignia to participating districts and provides necessary implementation information; school district participation is voluntary and no fees are charged to students.

The seal does not become operative unless the State Board of Education publicly declares that students have equal access to requirements, the seal confers value with employers or postsecondary institutions, and it represents excellence not already recognized through other academic measures.
