Appropriates $7,000,000 annually from the General Fund to the Department of Veterans Affairs beginning July 1, 2018, for allocation to counties to fund county veterans service officers' activities.

Defines "workload unit" as a specific claim activity approved by the department and performed by county veterans service officers that is used to allocate subvention funds to counties.

Requires the Department of Veterans Affairs to annually determine and report the amount of new or increased federal monetary benefits paid to veterans attributable to county veterans service officers' assistance, submitting findings to the Department of Finance and Legislature by October 1 each year.

Establishes that funds shall be disbursed on a pro rata basis to counties with established county veterans service officers according to staffing level and workload under a performance-based formula developed by the department.

Declares it is an efficient and reasonable use of state funds to increase the annual budget for county veterans service officers up to $11,000,000 total if justified by the monetary benefits to veterans attributable to these officers' efforts.
