Commission on Peace Officer Standards and Training must develop and implement a training course for California peace officers on commercial sexual exploitation of children (CSEC) and human trafficking victims.

Course must cover dynamics of CSEC, trauma impacts on child development, victim identification indicators, mandatory reporting requirements, appropriate interviewing techniques, available resources, victim perspectives, and stigma issues.

Training must be equivalent to continuing professional training courses and include facilitated discussions, learning activities, and scenario training exercises.

Course development requires input from CSEC survivors, the California Child Welfare Council's CSEC Action Team, service organizations for sexually exploited children, and public agencies involved in interagency CSEC responses.

Approved by Governor on September 30, 2018, and filed with Secretary of State the same date.
