Local jurisdictions issuing business licenses or building permits for commercial construction must provide applicants with an informational notice containing disability access compliance requirements under federal Americans with Disabilities Act and state law.

The notice must strongly encourage applicants to obtain consultation and inspection from a Certified Access Specialist (CASp) before and after alterations, construction, or business operations to ensure compliance and receive legal protections.

The informational notice must include information about federal and state assistance programs for small business disability compliance, including tax credits and deductions, and provide a link to locate CASp inspectors.

The notice must be translated into all languages specified in California Civil Code Section 1632 and made available in the same format as the business license or building permit application.

The Division of the State Architect must develop a model notice that local agencies can use and post it on the state architect's publicly available website.
