Authorizes Riverside County to establish a Children of Incarcerated Parents Program providing comprehensive social services to children under 18 whose parents are currently or formerly incarcerated at local, state, or federal level.

Program must include a centralized county entity delivering services in at least three of five categories: physical health, emotional health, mental health, environmental health, and social health.

Participation is voluntary with written consent from custodial parent, legal guardian, or caretaker, with no negative consequences for declining or ending participation.

County must track and report performance outcomes including trauma alleviation, improved mental health, family stability, and reduced future justice-system involvement if state provides financial support.

County must submit interim report to Joint Legislative Budget Committee by December 31, 2024 and final report by December 31, 2028 with participant data and recommendations for implementation in other counties.
