Exempts students who are dependents of E-2 nonimmigrant visa holders from paying nonresident tuition at California State University and California Community Colleges if they meet existing residency requirements, regardless of any subsequent changes to their visa or immigration status.

Requires students to have completed 3 or more years of full-time attendance or equivalent credits at California high schools, adult schools, or community colleges, and to have graduated from a California high school or attained an associate degree or transfer requirements.

Applies only to students who enroll at an accredited California institution of higher education no earlier than fall semester 2018–19 academic year.

Directs the Board of Governors of California Community Colleges and California State University Trustees to establish rules for implementation and requires student information to remain confidential.

Requests the University of California Regents to adopt equivalent nonresident tuition exemptions for their students.
