Imposes a $2 fee on manufacturers for each gallon of paint sold at retail in California or to dealers/wholesalers for resale, effective July 1, 2019 or six months after the bill becomes operative, whichever is later.

California Department of Tax and Fee Administration collects the fees from manufacturers and dealers through quarterly returns filed by the last day of the month following each calendar quarter.

Creates the Lead-Based Paint Cleanup Fund in the State Treasury to receive collected fees (after CDTFA retains amounts for refunds and administrative expenses).

Requires the Department of Toxic Substances Control to provide grants from the fund to cities and counties for investigation, abatement, or removal of lead-based paint from residences.

Becomes operative only if Initiative 17-0049 (regarding lead-paint manufacturer liability and $2 billion in bond authorization) is enacted and becomes operative.
