Amends Education Code Section 51430 to allow school districts, county offices of education, and charter schools to retroactively grant high school diplomas to persons who departed California against their will.

Eligible persons must have been enrolled in grade 12 at the time of departure, did not receive a diploma due to interrupted education from the departure, and were in good academic standing at the time they left.

Schools must consider coursework completed outside the United States or through online/virtual courses when evaluating diploma eligibility for departed pupils.

Maintains existing provisions allowing retroactive diplomas for World War II internees and veterans of World War II, Korean War, or Vietnam War who were honorably discharged.
