Exempts projects financed by qualified opportunity funds from California Environmental Quality Act (CEQA) requirements if they meet specific criteria including at least 50 percent affordable housing and two-thirds residential square footage.

Requires projects to comply with environmental assessments (Phase I and Phase II) following ASTM International standards and mitigation of hazardous substances to protect future occupants.

Prohibits exemption for projects on sites with affordable housing demolition, conversion of rental units, cultural or historic resources, farmland, wetlands, flood areas, or conservation easements.

Mandates project proponents certify compliance with prevailing wage requirements and use of a skilled and trained workforce, with civil penalties up to $10,000 per month for non-compliance.

Requires lead agencies to hold a noticed public hearing at least 30 days after publishing a draft exemption determination and before issuing a final determination, with notice published in local newspapers.
