Applies the Meyers-Milias-Brown Act to employees in supervisory units (including supervisory, professional, and technical employees) of the San Francisco Bay Area Rapid Transit District

Grants these employees the right to form, join, and participate in employee organizations of their choosing for representation on employer-employee relations matters

Places exclusive jurisdiction and administration of employer-employee relations under the Public Employment Relations Board

Requires the state to reimburse local agencies for any costs mandated by this act if the Commission on State Mandates determines such costs exist
