Establishes a 9-member State Water Project Commission within the Natural Resources Agency, with members appointed by the Governor and confirmed by the Senate, including one member nominated by the Butte County Board of Supervisors.

Transfers authority over the State Water Project from the Department of Water Resources to the commission, including control of construction, operation, maintenance, rates, charges, and revenues.

Commission members must include three registered engineers (at least one with dam safety experience), two members with water rights/conveyance/storage experience, three public members representing agriculture, environment, and municipal water users, and one Butte County nominee.

Requires the commission to conduct annual reviews of State Water Project progress and hold public hearings on proposed additional facilities to be added to the project.

Becomes operative July 1, 2019, and provides that if state mandates are determined, reimbursement to local agencies shall be made pursuant to existing statutory procedures.
