Changes foster care rights policy from "shall have" to "have" the following rights for all minors and nonminors in foster care.

Adds new rights including being referred to by preferred name and gender pronoun, maintaining privacy of LGBTQ+ status unless disclosure is necessary for health/safety or required by law, and access to gender affirming health care and behavioral health services.

Expands existing rights to include grooming and hygiene products regardless of sexual orientation and gender identity, substance use disorder services, and protection from retaliation for medication administration without consent.

Lowers age requirements from 12 to 10 years old for reviewing case plans and receiving reproductive health information.

Adds rights to reasonable access to computer technology and Internet, free copies of educational and medical records until age 26, and placement in least restrictive settings regardless of age, physical/mental health, sexual orientation, gender identity, or parenting status.
