Waives the $500 annual renewal fee for maintaining pro hac vice status in Indian Child Welfare Act cases

Maintains the $500 pro hac vice filing fee and $500 annual renewal fee for all other applicants, with fee revenue split between the State Court Facilities Construction Fund ($250) and Trial Court Trust Fund ($250)

Applies fee waivers only to attorneys representing tribes specifically, not other parties involved in Indian Child Welfare Act proceedings
