Amends the Commission on Teacher Credentialing's annual teacher availability report due April 15 to include additional workforce data and requires periodic reports to the Legislature on teacher workforce trends and future needs.

Authorizes use of educator identification numbers to share data with local educational agencies and the State Department of Education, and permits data disclosure for approved scientific research by the University of California or nonprofit entities.

Expands teacher assignment monitoring to include charter schools and requires the Commission on Teacher Credentialing to annually verify that educators serving in certain positions hold appropriate credentials; requires misassignments to be corrected within 30 days of final notification.

Prohibits adverse action against certificated employees who report misassignments to county superintendents or charter school chartering authorities, and requires that performance evaluations be nullified for any subject area in which an employee was misassigned.

Requires the Commission on Teacher Credentialing to establish a statewide Teacher Assignment Monitoring Data System and publish annual misassignment data in searchable, publicly available format; provides for state mandate reimbursement to local agencies if Commission on State Mandates determines costs were incurred.
