Requires the Department of General Services to revise the inspector examination for school construction within 36 months after the last revision, covering inspection techniques, construction, plan reading, submittal documents, and knowledge of applicable statutes and regulations.

Mandates ongoing training for all individuals conducting inspections of school building construction or alteration to ensure knowledge of applicable rules, regulations, and standards.

Requires competency evaluation of inspectors with reevaluation occurring no later than 48 months after the last evaluation or reevaluation, including verification of meeting specified education and training requirements.

Authorizes the Department of General Services to charge reasonable fees to individuals applying for evaluation or reevaluation and for examination administration, not to exceed actual development and administration costs.
