Increases punishment for second or subsequent convictions of felons in possession of firearms from 16 months, 2, or 3 years to 4, 5, or 6 years in state prison.

Separates existing offense into distinct categories: felony convictions, certain misdemeanor violent offenses, narcotic drug addiction, and multiple assault weapon violation convictions.

Maintains existing law that persons convicted of felonies or with outstanding felony warrants cannot own, purchase, receive, or possess firearms.

Exempts federal felony convictions from the firearm prohibition unless the conviction would result in felony-only punishment under California law or involved federal imprisonment exceeding 30 days or fines exceeding $1,000.

Declares no state reimbursement required to local agencies or school districts under the California Constitution because costs stem from creating a new crime penalty.
