Establishes the Mobilehome Residency Law Protection Program within the Department of Housing and Community Development beginning July 1, 2020, to assist homeowners in resolving complaints related to violations of the Mobilehome Residency Law.

Requires mobilehome park management to provide requested information (lease, park rules, documents) to the department within 15 business days, with a $250 noncompliance citation for each failure to comply.

Implements a 25-day good faith negotiation period between complaining parties and management before complaints may be referred to enforcement agencies or nonprofit legal services providers for further action.

Establishes the Mobilehome Dispute Resolution Fund and assesses an annual registration fee of $10 per mobilehome lot beginning January 1, 2019, which management may pass through to homeowners as a separate line item.

Requires the department to submit a report to the Legislature by January 1, 2023, detailing program data including complaints received, referrals made, outcomes, and recommendations; the entire program repeals January 1, 2024.
