Extends existing conflict-of-interest legal counsel provisions to include county auditor-controllers, in addition to assessors and sheriffs.

Requires county boards of supervisors to contract with independent legal counsel when the county counsel or district attorney would have a conflict of interest representing the auditor-controller.

Allows auditor-controllers to pursue ex parte proceedings before the presiding judge of superior court if the board of supervisors disputes the existence of a conflict of interest.

Requires the presiding judge to select independent legal counsel if a conflict is determined and an "ethical wall" within the county counsel's or district attorney's office is deemed inappropriate.

Establishes that the state must reimburse local agencies for any costs mandated by this legislation, pursuant to Part 7 of Division 4 of Title 2 of the Government Code.
