Authorizes licensed cannabis retailers, cultivators, and manufacturers to participate in informational, educational, or training events without obtaining a temporary cannabis event license, provided specified conditions are met.

Events must be held for government officials and employees (legislators, law enforcement, firefighters, child protective services, social workers), health care facility employees, and public/private school employees, and must not be open to the general public.

Prohibits onsite consumption, free samples, and sales at events; allows cannabis products to be removed from packaging for inspection only with licensee assistance and containers that are not readily accessible.

Requires licensed cannabis retailers, cultivators, and manufacturers to use a licensed distributor to transport cannabis products between their licensed premises and event venues.

Requires event organizers to ensure all attendees are at least 21 years of age or, if 18 years or older, possess valid government-issued identification and either a county-issued medical identification card or valid physician's recommendation.
