Allows dismissal of bicycle helmet violation citations if parent or legal guardian provides proof within 120 days that the minor has obtained a proper helmet and completed a local bicycle safety course.

Prohibits transmitting the citation record to court and imposes no fee under Section 40611 when the helmet and safety course requirements are satisfied.

Maintains existing law requiring persons under 18 to wear properly fitted and fastened bicycle helmets meeting ASTM or CPSC standards while operating or riding bicycles, nonmotorized scooters, skateboards, or in-line/roller skates on public paths.

Preserves existing fine structure of up to $25 for violations, with 72.5% allocated to county health departments for helmet safety programs and 25% to cities where violations occur.

Maintains automatic dismissal of first-time bicycle helmet violation charges when the accused alleges under oath that it is their first violation.
