Expands the crime of looting to include second-degree burglary, grand theft, and petty theft committed under an evacuation order resulting from earthquakes, fires, floods, riots, or other natural or manmade disasters.

Defines "evacuation order" as an order from the Governor, county sheriff, chief of police, or fire marshal requiring persons to relocate due to imminent danger from a disaster.

Establishes mandatory minimum jail sentences for looting convictions: 180 days for second-degree burglary and grand theft, and 90 days for petty theft, with court discretion to reduce sentences if justice warrants.

Authorizes courts to require up to 240 hours of community service for looting convictions and up to 80 hours for petty theft convictions as a condition of probation.

Exempts the state from reimbursing local agencies for costs incurred, as the act only creates new crime definitions and penalties under existing constitutional provisions.
