Establishes the New Beginnings California Program in the Department of Community Services and Development to provide matching grant funding for homeless employment programs in cities and local continuum of care programs.

Authorizes up to $50,000 in annual matching grants per city or continuum of care program, with a maximum of 50 grants awarded annually.

Requires eligible employment programs to connect homeless individuals with work opportunities, pay at least minimum wage, and assist participants not yet ready for employment with preparatory services.

Mandates that recipient cities and continuum of care programs match state funds through charitable contributions or other grant funding.

Creates the New Beginnings California Account in the State Treasury and makes the program operative only upon appropriation of funds in the annual Budget Act.
