Prohibits a school district of residence from blocking transfers to another district if the receiving district approves and the pupil is homeless (current or within past 5 school years), migratory, foster youth, bullying victim, or child of active military duty parent.

Requires receiving school districts that accept interdistrict transfers under these provisions to admit all eligible applicants until maximum capacity is reached using an unbiased process that prohibits consideration of academic or athletic performance, English proficiency, family income, race, ethnicity, gender, gender identity, gender expression, or immigration status.

Mandates receiving districts provide transportation assistance upon parent request for eligible transfer pupils who qualify for free or reduced-price meals; allows discretionary transportation assistance for other eligible transfer pupils.

Limits transportation assistance costs to not exceed the supplemental grant received for the pupil under Education Code Section 42238.02.

Gives bullying victims priority for interdistrict attendance and requires school districts to permit continued enrollment for pupils in grades 11-12 or after June 30 following grade 10 completion.
