Authorizes the Student Aid Commission and State Department of Social Services to spend up to $80,000 for outreach to newly eligible former foster youth ages 23-25 during fiscal years 2018-19 through 2020-21.

Outreach activities may include travel, material development, printing, publication, and other necessary costs to inform older former foster youth about expanded Chafee grant eligibility.

Requires the Student Aid Commission to report annually to the Legislature on outreach spending, activities funded, and the distribution of funds between the commission and State Department of Social Services.

Takes effect immediately as an urgency statute.
