Increases the probationary period for certificated school employees from 2 to 3 consecutive school years before achieving permanent status in school districts with average daily attendance of 250 or more pupils.

Requires county superintendents of schools and school district governing boards to notify probationary employees by March 15 of their third year of the decision to reelect or not reelect them; employees are deemed permanently reelected if no notice is given by this deadline.

Applies new 3-year requirement to employees whose probationary period commenced during the 2018-19 fiscal year or thereafter, while maintaining the 2-year requirement for employees whose probationary period commenced between 1983-84 and 2017-18.

Exempts collective bargaining agreements entered into before January 1, 2019, from the new requirements until their expiration or renewal.

Establishes that permanent status should represent a professional benchmark reflecting a school district's confidence in an employee's demonstrated effectiveness.
