Revises the School Accountability Report Card (SARC) to align with the Local Control Funding Formula and state accountability priorities, streamlining and updating requirements while maintaining key data elements.

Requires the Superintendent to develop a standardized SARC template and post completed report cards on the Internet by February 1, commencing with the 2019–20 school year.

Requires school districts to annually publicize SARC availability, provide Internet links to the information, and furnish hard copies upon request.

Establishes that the Legislature finds these changes further the purposes of Proposition 98 (the Classroom Instructional Improvement and Accountability Act approved in 1988).

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies and school districts, reimbursement shall be made pursuant to existing statutory procedures.
