Requires the Department of Consumer Affairs to include in its annual smog check report the number of vehicles for which owners failed to renew registration with the Department of Motor Vehicles after failing a smog check inspection.

Mandates the Department of Consumer Affairs to work in conjunction with the Department of Motor Vehicles and the State Air Resources Board to make these vehicle registration determinations to the extent practicable.

Maintains existing requirements for the annual smog check report to include validation of evaluation methods, failure/pass rates, emissions estimates, explanations for inspection discrepancies, and program recommendations based on best practices from other states.
