Requires each community college district to report annually by August 15 the ratio of total part-time faculty office hours paid to total part-time faculty office hours taught during the prior fiscal year.

Mandates community college districts prominently post this office hours reporting information on their Internet Web sites.

Establishes that if the Commission on State Mandates determines costs are mandated by the state, reimbursement shall be made pursuant to Government Code Part 7 (commencing with Section 17500).

Constitutes a state-mandated local program subject to reimbursement procedures under California law.
