Establishes the Athletic Training Board within the Department of Consumer Affairs to license and regulate athletic trainers in California, effective until January 1, 2025, when it is subject to legislative review.

Requires athletic trainers to register with the board and maintain national certification starting January 1, 2021; prohibits use of "athletic trainer" titles without board registration and supervision by a physician or osteopathic physician.

Defines athletic training practice to include injury prevention, clinical evaluation, immediate care, and rehabilitation services, excluding spinal manipulation, disease diagnosis, and medicine practice.

Establishes the Athletic Trainers' Fund through application and renewal fees not to exceed reasonable administrative costs; allows Director of Consumer Affairs to seek private donations or loans for startup implementation costs.

Makes violation of the Athletic Training Practice Act a misdemeanor punishable by up to six months in county jail and/or a fine not exceeding $1,000; exempts out-of-state trainers temporarily in California and students in accredited programs.
