Makes it unlawful to sell nonodorized butane to customers, effective July 1, 2019.

Exempts sales to manufacturers, wholesalers, and retailers for resale purposes.

Exempts sales to licensed commercial enterprises including volatile solvent extraction facilities and medical cannabis collectives operating under state licensing requirements.

Exempts consumer products containing less than 150 milliliters of butane, such as lighters and refill canisters, and products using butane as an aerosol propellant.

Establishes a $2,500 civil penalty per violation, enforceable by the Attorney General, city attorneys, county counsel, or district attorneys.
